Methods of Improving, preparing and distributing specialized cadres in the Republic of Yemen

Abstract

This article aims to figure out the mechanisms and methods of improving the process of preparing and distributing specialized cadres that would lead to improving and activating the performance of such cadres to provide a positive support to communication and society in general. The study employs the deductive approach. It is divided into a general introduction and three sections. Section 1 discusses the importance of human resource and its role in the development. Section 2 addresses the preparation of human cadres. Section 3 presents the distribution of specialized cadres and improving its mechanism. The study concludes that human resource is still the most dynamic factor among other production factors. Additionally, the more society and state exert efforts in building human resources, the more they can attain a relatively stable assurance of the future development, specifically in case of coinciding this with good preparation and fair and equal distribution system.
