The relationship between Planning Philosophy, Risk Assessment and Developmental Variables to Social Development from a Qur'anic perspective

This study aims to present a Qur’anic examination of the concept of planning philosophy, risk assessment, and developmental variables in the Holy Qur’an, highlighting their significance and central role in transforming societies from decline and instability toward empowerment, prosperity, social advancement, and socio-economic and political development. The study argues that many societal threats and risks arise from randomness in understanding and perception, as well as from poor judgment in comprehending the deeper dimensions and consequences of social realities. It further demonstrates that planning in the Qur’an constitutes a pioneering and comprehensive concept characterized by continuity, renewal, and broad applicability that transcends time, place, and generations. Through its diverse strategies and principles, Qur’anic planning contributes to addressing crises, contemporary challenges, and emerging issues, while reducing the risks confronting humanity in both the present and the future. Moreover, the study emphasizes that planning plays a vital role in regulating the practices of individuals and institutions, improving societal conditions, ensuring social stability and development, promoting civilizational progress and community development, optimizing the use of available resources and capabilities, identifying threats and changing circumstances, and determining appropriate procedures, methods, and strategies for addressing problems effectively and at the proper time in order to ensure quality of life.
