It consists of an introduction and three sections. Section 1 presents a historical introduction to the study. Section 2 discusses the establishment of university education and its development. Section 3 includes strategic goals for development. It concludes that universities receive a large number of students to enrol more than their available infrastructure and resources, leading to setting eligibility conditions. It is found that the current university system has several difficulties in providing students with the required skills, efficiencies, and practical experiences.
