Abstract

This paper aimed to determine the dimensions of legal relation between security and development, show foreigners' legislative and legal rights, determine some causes of violence against them, sharia' related position in relation, and consequences of violence of crimes, and determine the role of universities in reducing it.  Both descriptive and analytical approaches were used in this study. The research was ranged into four sections. Section I determined the relationship between security and development, Section II addressed  the Islamic sharia's position concerning violence against foreigners, Section III addressed consequences of crimes of violence on security and development of Yemen, and Section IV addressed the role of universities of in sensitizing people and prevention from violence risks against foreigners. A number of findings were revealed in this study, most importantly: the religious factors were the main causes of spreading violence against foreigners, there was an exchangeable effective relationship between security and development in that the availability of one determines the presence of the other; and extremism and violence led to instability and insecurity in Yemen besides other human and material damage. So, the role of universities was important in increasing awareness of violence risks against foreigners.
