Abstract

# This research aims to determine means to develop performance of university teaching staff members in order to achieve continual improvement in the teaching performance according to comprehensive quality criteria. The researchers have used descriptive desktop survey method that studies a phenomenon and analyzes it to accomplish the following research goals: Determining comprehensive quality criteria in higher education; Determining quality criteria required in teaching staff members; Determining obstacles that impede performance of teaching staff members; and - Determining means that can bring about development of Aden University teaching staff members. The research has concluded the following: 1. The research at has presented various aspects of quality criteria, performance measurement that are required in teaching staff members at Aden University, as they are the backbone of scientific and academic research on which educational process depends and for their enormous role in preparing students. 2. The results showed the availability of a list of standards that evaluate a teaching staff member. The standards comprise required measures and tools that are adopted by the scientific section. They include self-evaluation and evaluation of students and peers. 3. The results also found a number of impediments to evaluating performance of teaching staff members. Some of these are relating to policies, mechanisms of decision-making, frigidity of academic and administrative regulations and bylaws in addition to bad educational and research environment and insufficient resources. 4. The study showed mechanism to develop performance of teaching staff members in light of comprehensive quality criteria may be realized through a number of techniques including: The professor's capability of becoming a university teacher by means of possessing contemporary teaching skills, communicate on contemporary issues in terms of their academic specialty as a means to improve their capacities. Their ability to create positive educational environment that helps the professor communicate with his/her students and improve their knowledge, abilities and skills thought which the professor becomes their guide. Their capability to become scientific researchers who have continual desire to learn and work armed with scientific research ethics. Their capability to become leaders in their fields and have leader characteristics and personal attributes and be familiar with the nature of leadership, its types and requirements.
