The case of administrative corruption, the disintegration of the community board due to a lack of values, laws, regulations, instructions, and often spoke of corruption in the stages where the fall of totalitarian regimes left spaces constitutional, legal and administrative, which stimulates the exploitation of vulnerable people and their influence for their enrichment at the expense of public funds, and for this reason that in turn damage significant at the level of infrastructure and development projects at the level of difficulty as well as the treatment of value system and social breakdown in this phase.
Iraq has inherited a huge administrative corruption in various aspects of life due to the wrong policies followed since decades, and this is still a heavy burden on the Iraqi society, which is looking after the change to build a strong and stable Iraq and a comprehensive administrative reform so that it can play a different faith.
Administrative corruption is a phenomenon of old but new is the magnitude of the phenomenon that is expanding to the point of many communities has become a threat to social disintegration and economic stagnation, has been associated with the presence of corruption and political systems of the States, it does not respect the people in particular to a specific culture or other cultures without Corrupting a global issue, which exists in all parts of the world, but different in size, forms and degree of spread in time and space, and that in developing countries the most damage and what is supported by international experts of the causes of a multi-part: the weakness of the organs of public administration or functional weakness of ethics and the absence of effective control in these States.
