Management by Objectives a Suggested Management Plan for the Local Development Programs in the Republic Yemen

Abstract

# The development programs in the local govt. in the republic of Yemen face facing both problems, means insufficient of resources and inefficiency of management. To improve this situation, the central government issued the law no. (4) dated (2000) to share the duty and responsibility of achieving the programs by allowing the local governorates to man- age and implement their plans and projects with control. The result in many cases, shows that, the achievement were not fulfilling the expectation and requirement of common goals and objectives of the development. The aim of this study is to suggest the "Management by Objectives" as a management model introduced by Mr. (Darker) which may help to improve the efficiency and performance of the local government.
