It encompasses all systems that govern human life, such as ethical, social, economic, political, and international systems. One of the characteristics of the legislative miracle in the Holy Quran is that it presents its rulings with powerful appeals in all aspects and considers different eras with their diverse ideas and natures. One of the general characteristics of Quranic rulings is their inclusiveness of all interests, combining flexibility and stability, and being preserved from distortion and alteration. The responsibility in legislative rulings combines creed and behavior. The objectives of Quranic rulings aim to achieve the interests of people in this life, providing them with benefits and protecting them from harm. It aims to achieve human dignity and liberate them from any servitude to other than Allah.

One aspect of the legislative miracle in the Quran is that some of its verses encompass comprehensive rulings, leaving no good without commanding it and no evil without forbidding it.

Another aspect is the organization of the relationship between the ruler and the ruled based on justice, trustworthiness, and obedience to Allah's commands. The Quran also pays attention to women, family affairs, and the issue of the economy, which has caused the ruin of many people.
