This research is talking about the establishing of Muslim minorities doctrine by the balancing between the benefits which are against the abuses.

Through the meaning of Muslim minorities doctrine. And show the purpose of this doctrine establishing and know the meaning of "Doctrine", "Balancing" "Muslim minorities", "The benefit", and "The abuse" And showing the importance of this establishment and clarifying the connection between that balance and some subjects like the necessity, changing the judgment when its reasons change, caring about the deeds results, the importance of that balancing in this establishment and clarify the bases of that balance which is represented by the judgment, the level, the kind, thoroughness, the time effect and the happening frequency of each of benefit and abuse when they are against each other. And then it is talking about some issues that are related to the Muslim minorities and get its legal judgment and analyse it by the previous balancing. To show the positive effects of that balancing is solving a lot of new problems related to Muslim minorities in unmuslim Countries.
